In the first Hong Kong Mahjong Open Cup, players will go through multiple rounds of competition to select the Hong Kong Mahjong Master of the year and become the strongest in Hong Kong.

In addition to receiving rich prizes, the winners will also receive the title of Master from the Hong Kong Mahjong Association.

The preliminary round adopts a points system and 12 rounds are played. The 32 contestants with the highest points in each day's preliminary round will advance to the semi-finals. A total of 80 participants will be selected in the three-day preliminary round. If the quota is not full and the number of participants in the two days of preliminary rounds is uneven, the distribution of qualifying quotas will be adjusted according to the ratio of the number of participants in the two days of preliminary rounds. In the event of a tie, a draw will be held to determine the qualification for advancement.

If a player is absent or the number of participants is not divisible by 4 due to other reasons, the organizer will arrange staff to make up for the four-person table to ensure the smooth process of the competition. Each table will not be assigned more than one staff member. Staff members will not be qualified for promotion. If a staff member scores above the promotion line, the qualification will be passed down from the first place below the promotion line according to the ranking.

The semi-finals of the top 80 will be played on a points system with 8 rounds. The points from the preliminary round will be reset to 0, and the 16 contestants with the highest points will advance to the top 16. In the event of a tie, the qualification for advancement will be determined by the preliminary round results.

The top 16 will be played in a knockout format with 4 rounds. The top 80 will have their points reset to 0. Players will be assigned to tables in a serpentine formation based on their top 80 points, with the highest scorer at each table advancing to the finals. If players at the same table have the same score, the qualification to advance will be determined by the top 80 results.

The top 4 (finals) will play 4 rounds. The points of the top 16 will be reset to 0. The total score will determine the champion, runner-up, third place and fourth place. In case of a tie, the final ranking will be determined by the results of the top 16.

The preliminary round and the top 80 will be matched every 4 rounds, and there will be no consecutive dealers. The top 16 and the semi-finals will have consecutive dealers.
